On memory or in memory

Hi,

Which is correct:
1. God engraved His laws on the memory of humans.
2. God engraved His laws in the memory of humans.

What if I replaced "engraved" with seared?

*** seared His laws on the memory of humans. or *** seared His laws in the memory of humans.

avid learner*** seared His laws on the memory of humans. or *** seared His laws in the memory of humans.
This is not completely clear-cut to me. I think I would most naturally use "in", but "on" does not sound impossible.
