On many levels vs. at many levels

what is the difference?

Top answer

Hi Anon Have you found each of these two expressions in context? My general impression of the difference is that using "at" sounds more like you are referring to many points, perhaps connected with positions or ranking on some sort of scale. Using "on" sounds more like you are referring to various whole areas or aspects of something.
