On Level

Are "at the level of" and "on the level of" different:

"It is a problem at/on the national level."
"The disease was studied at/on the molecular level."
"What happened was a war at/on the level of armageddon."

Definition 3 & 4 of this dictionary seem to use "at" and "on" interchangeably.
