On / in the mountains

I see very little difference, In fact, I think see is the key word here. Snow in the mountains refers to a general area. On the mountains would be what you can see on the peaks from a distance.

"in the mountains" - the area of land that is mountainous, as opposed to the flat or hilly lands
"on the mountains" - covering the slopes of the mountains (where the ski slopes are located).

The first paragraph is specifically about skiers. For skiers there has to be snow "on" the mountain slopes in order to ski. You could not say "...no snow in the mountains..." here.

The second paragraph is not specifically about any particular group. It's a police report of weather conditions "in" the mountain area. Using "on" here would not be right. "On" is too specific and would im
