Can I say,

(a) There are twenty people in / on the bus.

(b)There are twenty passengers at the bus.

(c) There are twenty persons in the bus.

How about "in the bus"?

You could say "at the bus" if the people were waiting near the bus, but not inside it. "The tourists were all waiting at the bus, but the driver had not yet come back from lunch."
