Hi,
do these two sentences mean the same:

- The employer should secure a ticket for the housemaid on his account.
- The employer should secure a ticket for the housemaid at his expense.

Yes Pianne you are almost right but you have missed a couple of meanings for 'on my/his account'.

It can mean 'on my behalf'.

It can also be a very literal meaning, which I think is the case for this example, whereby 'he' holds an account at an organisation (credit card? airline? rail service company?) and simply wants the tickets charged 'on my account'.
