Volcano1985head over heelsThe only explanation is that it is an idiom. If the history of English was such that to fall heels over head in love was the idiom for falling madly in love, then heels over head would be the right answer. But that's not the expression that was accepted for that meaning. Most idioms have to be memorized as idioms. T
