ON FAST and DRESSED IN A CAP

Hi,
Could someone help me with these expressions I don't understand very well?:
'Here was Gil ON FAST 52nd Street with all these super hip black musicians wearing peg legs and zoot suits and here he was dressed IN A CAP.'
