'on evidence that'?

Hi,

Please have a look at this:

The tendency is almost always to act late on evidence that the CEO’s performance is declining, but any delay in making that difficult decision can place the company in great jeopardy.

=> Excuse me for quoting such a long passage, but I'm afraid not quoting enough information may cause misunderstanding.

What does on evidence that mean? (I've already had my way of understanding it, but it seems so confusing so I post the question here)

The underlined portion is a subordinate clause describing 'evidence'.

ie ( The police acted on evidence ) (that Tom murdered Mary ).



It's the same with your sentence.
