On either side

1) These spots appear on either side of the sun.
Does this mean:
a) If there are any of those, they might be on one side or the other.
b) If there are any of those, they are on both sides of the sun.
c) If there are any of those, they might be on one side or the other or on both sides.

I think if '1' as it is corresponds to 'b'. If we had 'can appear' then it would be either (a) or (c).
