On April 2011

http://www.examiner.com/cook-county-nonpartisan-in-chicago/chicago-school-board-on-probation
On April 2011 the chicagonews cooperative reported that in October 2010 the Chicago Public Schools placed an estimate of 53 percent of schools on probation for the 2010-2011 school year, along with a map.

May I ask why it's corret to say On April 2011 instead of In April 2011?
