On an equal footing

"The new law puts women on an equal footing as the men."

Would you like to explain what this sentence mean or refer to. When we hear this sentence what should we understand? For example, I understand that before the law, men and women are not equal, probably men have advatages, but the law makes them equal.

Thank you.
