On a high note

Hi

Having started off so difficult, everything ended on a high note, which was a great feeling.

--- Does "high note" can mean "splendidly"?

That would work. I'd say "positively" - on a very positive note. We're less likely to use "low note" / "negative note" to mean the opposite, but it's not exactly uncommon.

BTW, we'd ask either, "Can X mean Y?", or "Does X mean Y?", not both.
