Hello. I have a question regarding the phrase, on a case basis. Can I consider this the same as case by case?

Hi -

Can you provide a bit more context? I've only ever seen "on a case-by-case basis" and not "on a case basis."

The one I've heard used a lot is "on a case-to-case basis."
