Can the second be spoken to mean the first?

Yes. I meant the fruit plums.

In that case you can say 2. Note, however, that the circumstances in which this kind of abbreviated speech is used are extremely rare, so there's no point in spending a lot of time learning to say such things.

(2) seems very unlikely as the first introduction of the idea. It is more likely as an abbreviated correction to something someone else has said.

A: And this here is an apple.
B: Not apple but plum.
