Omitting articles and verbs in the header

Hi, guys!

Could you, please, help me with something.

I do not understand why people often omit articles (like "a", "the") and verbs in the headlines? Is it grammaticlly correct? Is it appropriate? Should it be done?

For example,

order valid for 3 days (not "is valid")
check shopping cart (not "the cart")
