Omitted Words

1. The last price reported is displayed. (Is 'that was/is' omitted between 'price' and 'reported'? If so, how do you know if it is 'that was' or 'that is'? )
2. The last price (that was/is ) reported is displayed. (Is 'that was/is' omitted here?)

In this kind of structure the difference between "is" and "was" is pretty much neutralized. If I say "the painted wagon", I'm speaking of a wagon that IS painted and a wagon that WAS painted. The same goes for "the reported price" or "the last reported price" or "the last price reported".
