omisssion of "that" in impersonal passive voice

Which one is correct?:
"It is believed that English is the most universal language that ever existed" or "It is believed English is the most universal language that ever existed"

They are both OK. Personally I prefer to include "that", especially in writing, but in this case the "that ... that" repetition is noticeable (not glaringly so, but possibly just enough to consider how to avoid it).
