Omission of pronoun

When, if ever, are we allowed to remove a subject pronoun of a relative clause? I know it's rarely done; however, sometimes I hear it, so I'm questioning whether there really is a rule againsts its omission.

Mike is so lucky because he has a car. He is ungrateful, though. Andrew, also has a car, really appreciates the fact that his Mom bought him one.
