Omission of conjunction in reduced clauses

Hello,


I have learned that the omission of the conjunction in a reduced clause (adverb clause --> adverbial phrase) is optional as in the following:


As fossil fuels like gasoline and natural gas are fast decreasing,

--> (As) Fossil fuels like gasoline and natural gas fast decreasing,


Is the omission of "AS" in this case mandatory? If it is optional , isn't it okay to leave the sentence like


"As fossil fuels like gasoline and natural gas fast decreasing", ?
