Omission - I'm afraid I haven't

A: Have you been to church lately?
B: No, I'm afraid ______

I heard the answer is #1.

Is that question something to do with this question?

A: Do you think Paul will remember your birthday?
B: I ____________. He's very forgetful.

1. expect him not
2. don't expect him
3. don't expect him to
4. expect of him not to

I heard the answer is #3.

It seems there's no relation between the first and the second question because to is omitted in the first and not in the second.
But I find we can take off the verb parts. #1 been ..., and #2 remember.... Am I correct?

The question already asks "have you BEEN?"

So, you can just omit the "BEEN" in your answer and just say "I haven't"
