What's better "OK" or "okay?" Is there a type of sentence where one is more appropriate than the other? And can they be used interchangeably throughout a given manuscript, or is it always one or the other that has to be used for the purpose of consistency?

They are interchangeable. There is no better choice, but I prefer OK . Yes, consistency is preferable.
