why do people use the sentence at the weekend instead then on the weekend?

Generally speaking, both versions are OK.

Perhaps 'at' is a bit less casual.

As an American, I have to say that only 'on the weekend' seems correct to me. My understanding is that 'at the weekend' is quite often used in other countries, however.
