Hi~ I don't understand how the two words "often" and "at all times" are used in a sentence together.
It doesn't seem to make sense to me. If anybody who understand this sentence underlined, would you please explain some for me?
And I don't figure out the meaning of the part in red as well. What do you think the phrase mean?
