Ofstead?

Failed to understand "Ofstead [sic] report... We had to plant the seed of her cheating in order to get the results that she has..."

1) What is ofstead? It seems to be a misspelling but what is the original word?
2) "plant the seed of her cheating"? Does it refer to "(we had to secretly) make troubles for her so that she might seem to be a fraud"?
