Offshore meaning?

Hi,

What is the meaning of (offshore) in the following text?

Keep laughing, boys, he said with a long pull on the malt. Laugh your asses off, because, I Carl Trudeau, now have a new secret weapon. His name is Ron Fisk, a nice, gullible young man purchased (offshore) by me for champ change.

Please note that Carl is in New York and Fisk is somewhere in Mississippi
