Official grammar reference?

I am currently in progress of enhancing my grammar and occurred a problem. In different sources I find contradictorily statements about grammar rules.

And even worse, after showing the grammar rules and examinations to a native English speaker he told me that some constructs are either not used or do not make sense for him.

Is there some kind of official reference for English grammar?

I haven't found any organisation developing and ruling the English language. Does really none exist?

In case no master reference is existing, which source do you suggest in order to become good as nearly as a native speaker?

Would it help to work throught some books with English lessons for native speakers (like school / university books)?

Oxford University to my knowledge are charged with keeping the dictionary updated. Cambridge University tend to be the awarding body for qualifications in English for overseas students. Thats in the UK what happens in the USA I don't know.

However, there is no similar body for English.
