Offer-request

Hello,

Modals verb are used for offers, requests and permissions.

How do I understand that the given sentence suggests offer,requests and permissions?

Could I carry the bags for you? --- offer/request?

Would you like a cup of tea? --- offer

could you open the door, please ? request

We could see the doctor. --- suggestion

I have problems to identify offers/requests.

Could any one here explain it?
