A goal kick in football is awarded to a team if an offensive player plays the ball out of bounds over the goal line.
I know the meaning of 'offensive' but I didn't get its use in this sentence. What does 'offensive player' mean? The defender or attacker?

Offensive players are always the person (or team) that is attacking. To go on the offensive means to attack.
