The first one doesn't sound right. The second one is better, but still can be improved:

I hope this question does not offend you.
I hope you do not find this question offensive.

Sentences must always begin with a capital letter. The word "I" is always capitalised, wherever it appears.

so how about offending?? any example for offending, i remember that it is used sometimes as an adjective. Yes, I know about capitalization of the first letter, i am just too lazy to hit the cap lock sometimes.
