Offend: To make someone upset and angry by doing or saying something.

The chairman did not seem offended by the criticism.

Can we say instead.

The chairman did not seem got angry by the criticism

The chairman did not seem become angry by the criticism.

Neither of those constructions is correct English. ... did not seem to get angry' and ...'did not seem to become angry' are correct, but do not mean exactly the same as the original, Neither is passive, so cannot be followed by a 'by + agent' phrase.
