Off the coast of nor

Hi, everyone

Could you tell me why the singular "coast" is used and not the plural "coasts" as the gulf is between the two coasts of nothern Vietnam and southern China, isn't it?

The Gulf of Tonkin is a body of water located off the coast of northern Vietnam and southern China.
