OFF THE COAST (can the sentence be said)

can this sentences be said?

There were petrol boats three miles off the coast that were instructed to shoot anyone that came within 10 feet of them which is why I haven't been able to escape.

There were petrol boats three miles off the coast that were instructed to shoot if anyone was to come/if anyone came within 10 feet of them which is why I haven't been able to escape.

These are OK: There were petrol boats three miles off the coast that were instructed to shoot anyone that came within 10 feet of them , which is why I wasn't able to escape. There have been petrol boats three miles off the coast that were/are instructed to shoot if anyone comes within 10 feet of them , which is why I haven't been able to escape.
