1. Does "render" mean "provide" and "present"?

2. Does "off-limits" here mean "free and out of limitations"?

Context:

In other words, the city’s practices install constitutive effects and behaviours in the body of its citizenry that implicitly render some ways of being in the city ‘off-limits’ or ‘inconceivable’ as much as conceivable.

"being" refers to "citizens", yes? But what does it mean "citizens being in the city forbidden or inconceivable"?

"render X Y" means "cause X to become Y". In this sentence X is "some ways of being in the city", and Y is "off-limits or inconceivable (as much as conceivable)".

"being" means (I assume) something like "living" or "existing".

Does it mean "some ways of presence in the city can be unavailable and forbidden as much as they may be available and allowed"?
