'OFF', 'I'GONE THERE' and 'THAT close'

Hello friends, I don't understand very well this paragraph because these three parts: OFF, I'GONE THERE (has hi visited Lise's family already?) and THAT CLOSE (so close?):

'And while I am in the mood to tell you OFF, may I say that you must never again come to Montreal ( I'D GONE THERE to meet Lise's family) without looking me up when you are THAT close ...'
