off hand

hello,

I've heard a phrase " to do something off hand" which is supposed to mean "without preparation".

My question is whether the phrase is widely understood and used? Does it mean exactly the same as "to do sth off the cuff"?

'Off-hand' usually means 'disrespectfully casual', e.g.

1. He treats me in a very off-hand manner.
