Off blue?

Hi, I insert a link to a footage on star wars on you tube

I can't make out what the man says in the 11th second. does he say "off blue"? if so, than what does he mean by that? is it like bluish? is there a pattern "off"+"colour"?

Thanks in advance

" Usually the only color described with "off" is "off-white," which means slightly cream-color or ivory rather than perfectly white. For example, most walls that are painted white are actually some variation of "off-white" - you might think the wall was white, but if you held up a piece of paper next to it you would notice a difference.
