I have also just found one more very reliable source https://www.grammarphobia.com/blog/2012/08/whom-truths.html which unilaterally supports the use of "of whom" in all expressions involving these sorts of quantifiers (many, few, all, both, two, etc.), adding that the prepositional phrase, of whom, functions as a partitive.
