Scraping publicly available information shouldn't be illegal or Scraping of publicly available information shouldn't be illegal. Which sentence is right? Are both right?

Those are both possible. " is also possible, as of course is the different formulation "It shouldn't be illegal to scrape public information". In polished English I personally prefer the last of these.

Those are both possible. "The scraping of ..." is also possible, as of course is the different formulation "It shouldn't be illegal to scrape public information". In polished English I personally prefer the last of these.
