Answer A doesn’t work because, besides being nonsensical, both "of all many copper mines in the state of Arizona" and "a fact which contributes significantly to the state's economy" are fragments. Every sentence needs a main clause: "Of the many copper mines in the state of Arizona, this one is the most productive."
