Again, your question is quite rude - it's as though you're questioning the competence of professional writers and editors when you're not even fluent in English. It should be along the lines of: "If I were writing something like this, could I put a comma after "19."
I don't find it a rude question. Quite a lot of stuff in the newpapers and on internet news sources is not well-written. That includes, in my opinion, this particular sentence,
