Again, your question is quite rude - it's as though you're questioning the competence of professional writers and editors when you're not even fluent in English. It should be along the lines of: "If I were writing something like this, could I put a comma after "19."

I don't find it a rude question. Quite a lot of stuff in the newpapers and on internet news sources is not well-written. That includes, in my opinion, this particular sentence,

It would, howver, be appeciated if more people who post here said 'Please' when they ask for our help.

Frankly, I'd take out the comma before 'saying' and leave the rest as is.
