Shouldn't it be "construction of what are among the tiniest apartments"?

I'll agree it sounds a bit awkward, but there are plenty of examples of consecutive prepositions.

Well, I'm embarrassed. There are two million Google hits for "of among," and I've been through several pages and haven't yet found one which parallels the usage you question.
But I haven't given up!

The problem seems to be that "of" and "among" can mean the same thing, so using them together can create a redundancy. He is the best of them = He is the best among them.
