Obliged

All managers are obliged to participate in the meeting.
All managers are asked to participate in the meeting.

As a business letter or email, are they appropriate?

Are they grammatically correct?

Do they mean about the same?

In any business letter, only the second is appropriate. They do not mean the same. The second is a request (and will be honoured if it comes from the boss) but the first is a demand (which would only grudgingly be honoured) and is not diplomatic.
