Obligation or necessity

They've had to dispense with a lot of luxuries since Mike lost his job.

Does the clause They've had to dispense with a lot of luxuries describe an obligation or necessity?

I'd call it a necessity, but I have to ask, why do you even want to know? Why do you care? The two are nearly the same, and both can be expressed with the 'have to' idiom.
