Object complement

Hi,

"RBS has sent a clear signal not to risk investing in a regime that violates fundamental human rights." [From The Independent.]

RBS - a subject;

has sent - a verb;

a clear signal - an object;

not to risk investing in a regime that violates fundamental human rights - an object complement.

Is my parsing of the sentence correct?

Thank you.
