Exactly. As it's in dollars, I guess you want US English, but in UK English the 'and' is always necessary.
However, in UK English pennies/cents don't need an 'and' - so, $10.99 would be 'ten dollars, ninety-nine', but '$121.99' would be 'a hundred and twenty-one dollars, ninety-nine' or 'a hundred and twenty-one, ninety-nine.'
