Number/your finish/off a punchboard

Hi

I have three questions related to the passage below:

You may be looking idly in a pet-shop window one day and before you know what you've done, you have asked the owner just to let you see that little black-and-white number over there. You pick it up and that's your finish. You can win a dog through a newspaper or radio contest, or off a punchboard.

1. Does by "number" the author refer to the dog?

2. Does by saying "that's your finish" he mean something like "you're finished" meaning you'll have troubles from now on.

3. Does "off a punchboard" mean "win playing punchboard"?

A "punchboard" is an old gambling device, similar to a lotto scratch-off ticket in principle. They haven't really been popular since the '50s.
