In the US, we say "Three point five million," and "two point seven million." Depending on the company you keep, you might also hear "Three-and-a-half million," but "two-and-seven-tenths million" is extremely unlikely.
Trains are often named for their scheduled departure time, so we'd say, "on the twelve-twenty," or if our listener is unfamiliar with the schedule, "on the twelve-twenty [train] to Wellington. "Wellington being British, you might find some differences in the customs.
