numbers in letters or digits?

I quota the paragraph below from BBC news online. My question is:
When should I write a number in letters and when in digits?
In the par. below, 23 is written in letters and 10 in digits. What is the norm?
Especially, in academic writing, what should one be careful about: in wiriting in letters or in digits?

Twenty-three people died and 10 were injured when an elevated magnetic train ploughed into a maintenance vehicle in north-western Germany. "
