Numbers as adjectives?

Hi, are numbers generally considered adjectives when used as below?

The Tlinget People descended from many of the twenty Native American Pacific tribes.

Their lives were not disturbed much by outsiders for another 170 years.

They spoke about sixty languages belonging to three major native language “families.”

Today, only about four thousand Tlinget people remain and fewer than twelve languages are still spoken.

I would say "yes". Am I incorrect?
